This event is raised when the user drags a rectangle over a chart. It reports a 2-by-2 matrix with the (x1,y1)(x2,y2) co-ordinates of the upper left and lower right corners of the surrounded area (regardless of the direction of drag) in the co-ordinate system defined by the chart axes.
This may be used by the application to identify data points which have been enclosed by the user.
